A Scottish Labour spokesman said new legislation was one of the options being considered, following a speech on 5 May by first minister Jack McConnell calling on communities to demand greater use of measures such as antisocial behaviour and dispersal orders. He also called for a greater use of seizure of vehicles powers, so far used on 1,093 boy racers.
Just four antisocial behaviour orders (ASBOs) have been issued to under-16s in Scotland since the Antisocial Behaviour (Scotland) Act 2004 came into force. McConnell told a conference in North Lanarkshire that local authorities and police forces would be doing people a disservice if they do not use the powers at their disposal.
