Edwards has been acting chief executive since Narey left to become chief executive of Barnardos last November. She will be charged with overseeing the development of the organisation, which is designed to cut reoffending by bringing the prison and probation services closer together.
Before joining the Home Office in 2002, Edwards worked in the voluntary sector, including five years as chief executive of crime reduction charity Nacro. She trained as a social worker, and worked for the Save the Children Fund in the London Borough of Lambeth.
