Davis said a "typical criminal" is a man in his teens or early twenties, with poor literacy and numeracy, no job skills, and a drug problem.
He said prison should be about helping this individual to address his problems, through education, drugs support and encouraging help from his family. He also said there should be more support in the community once an offender is released.
"Our approach will be to encourage social enterprises to give real support to former prisoners," he said.
