David Burrowes, shadow minister for justice, told CYP Now there is an urgent need to speed up proposals to provide training for staff in youth custody settings.
He said the introduction of screening tools, to identify young offenders with SEN and communication needs, is taking too long. The Bercow Review in 2008 identified this as a priority.
"The government's proposals are laudable and we welcome the focus on communication needs but there is an urgent need to address what's happening on the ground," he said.
Burrowes added government must also provide local authorities with significant funding to address SEN when responsibility for the education of young people in custody is devolved to councils in April.
