The guidance is aimed at substance misuse workers within youth offending teams (YOTs), but is also for YOT managers, drug action teams, and other partner agencies.
The YJB shares a target with the National Treatment Agency to make sure all young people seen by a YOT are screened for substance misuse. Those with identified needs should receive assessment within five days, and anyone needing treatment should be seen 10 days after that.
The target is supposed to be 95 per cent achieved by 2006-07.
