Bell said it has to be recognised that only a small minority of young people are involved in crime, but this minority is responsible for a large number of offences. He added that young people have to be aware of their rights, but also their responsibilities.
This isnt the Governments response to the respect agenda, he said. It is a very positive document.
Young People Now has learned that Beverley Hughes, the minister for children and families, has secured extra money to implement the measures in the youth green paper.
A senior Government source told Young People Now that Hughes had managed to secure a bit more money for the plans and, together with junior youth minister Maria Eagle, significantly improved the policy document, which will be titled Youth Matters.
