The Divert project will put persistent young offenders on an individually tailored support programme.
Inspector Jeff Foreman, of Avon and Somerset Constabulary, who is heading up the project, said 30 young people would be put through the programme over the next two years.
Foreman said: "There is a high incidence of dyslexia, dyspraxia, attention deficit and hyperactivity disorder among persistent offenders. We set up this project with a view to address this issue."
The participants will all be from Bristol. Offenders aged 12 to 21 will be eligible for the pilot.
A 50,000 Association of Police Authorities grant is funding the project.
