The focus was contained in the Youth Justice Agency's business plan for 2008/09, which set out the organisation's aims for the year ahead.
The plan also highlighted development of restorative justice techniques and building confidence in the agency as among its top priorities for the coming year. The agency will also start a programme of work to help address the needs of victims and at the same time help young people divert their energies away from criminal activity.
Paul Goggins, Northern Ireland's criminal justice minister, said the key challenge is to divert young people away from offending. "The agency has developed a programme of interventions proportionate to the assessed risk of reoffending," he said.
