YJB chief Roy ousted from post

The chief executive of the Youth Justice Board (YJB), Ellie Roy, has been forced out, CYP Now can reveal.

Her exit comes at the behest of the chair of the YJB, Frances Done, on the grounds of Roy's marriage to Phil Wheatley, director-general of HM Prison Service. It is understood there are concerns that their marriage could be perceived as a conflict of interest.

The YJB buys places for young people who are remanded or sentenced to custody, while the prison service is responsible for the secure estate and the holding of prisoners.

However, the couple have been married throughout their respective tenures, and have openly declared the fact from the outset. Roy joined the YJB in July 2004, while Wheatley assumed his current post a year earlier.
