Chris Wells, divisional manager of the Children's Workforce Strategy at the Department for Education and Skills, also admitted that establishing the infrastructure could take four years.
Speaking at a conference on workforce reform at the Pupil Inclusion Unit last week, Wells said the Government realised that further investment was needed to improve outcomes for children. "But it hasn't said precisely how great that will be and it might not be able to until 2006 when the next spending review comes," he added.
A Children and Young People's Sector Skills Council might also take time to set up, so Wells said it was vital to have an interim programme. His comments come as Paul Ennals, chief executive of the NCB, was appointed interim chair of the Children, Young People and Families Workforce Council for England.
