Workforce reform: Issue of pay levels must be addressed

If the Government wants more high-calibre individuals working with children it must address the issue of pay, a government-commissioned study has said.

The Children's Workforce Development Council study of recruiting andkeeping staff also found confusion about job titles and roles ishampering workforce reform. The study's interim findings confirm manyworkers are low paid, but it suggests some people are prepared to workfor less if their work is valued.

The council said that there was a case for raising people'sexpectations.

The report also shows a wide variation in retention rates. These trendswill be analysed in a more in-depth study that will also focus on lowerpaid workers.

The council will make recommendations in a second report by the end ofSeptember.
