Scotland's care regulator has just completed its first review into fostering and adoption services. Although The Care Commission rated the quality of services as "generally good", there were still more than 527 children awaiting fostering placements, and 178 children waiting for adoption between 2005 and 2006.
The review says that both adoption and foster services need to improve the quality of their written information available to prospective applicants, identify why there are delays in processing applications, improve communication with carers and provide more effective recruitment and training for staff.
Jacquie Roberts, chief executive of the Care Commission, said: "Demand for good homes for vulnerable children is constantly out-stripping supply. That is why the way these services are designed and managed is so important."
