Work Wise: Numbers game - The Federation Programme

School federations are raising standards in education and pupil behaviour, but developments fall short of head teachers' original expectations.

The federations are made up of two or more schools and often comprise several primary, secondary and higher education institutes, which share good practice.

More than 90 per cent of head teachers predicted that being in a federation would improve students' attitudes to learning and behaviour and broaden their entitlements.

However, while over 80 per cent of heads rated the federations' impact on attitudes to learning as "strong", only about half saw the same level of improvement for pupil behaviour and broadening of pupil entitlements.

The report said: "If a federation is to be successful, careful attention must be paid to developing a shared set of values."
