Last year, 77 per cent of pupils attained Level 4 or above in mathematics and 80 per cent attained Level 4 or above in English. But government targets state that 85 per cent of pupils should have achieved Level 4 or above in both mathematics and English by the year 2006.
John Chowcat, general secretary of children's services union Aspect, said: "One of the problems with national testing is that it just focuses on academic achievements. We support the move towards a more individually sensitive approach to testing as outlined in the government's Children's Plan."
