The statistics, outlined in Further Education and Work-Based Learning for Young People - Learner Outcomes in England, show that the Apprenticeship completion rate for this age group in 2003-04 was 33 per cent.
The figures show that the number of people completing Apprenticeships and vocational NVQs increased by five per cent from 2002-03 to 2003-04.
But Apprenticeships at NVQ Level 2 in health, social care and public services, the worst performing sectors, had a completion rate of just 17 per cent.
The Learning and Skills Council aims to increase the number of Apprenticeships completed each year to about 75,000 within two years, which would represent a 75 per cent improvement.
