The move, designed to improve completion rates, was announced as part of the council's 1.11bn package for work-based learning from September.
The budget is an increase on this academic year's 1.04bn and includes 230m for the pre-Apprenticeship Entry to Employment (e2e) scheme. The rise will enable an extra 3,000 young people to start Apprenticeships in September, says the council.
But the increase in funding on completion from 10 per cent to 25 per cent has been described as a "hidden cut" by Graham Hoyle, chief executive of the Association of Learning Providers, who warns it will decrease budgets for 16-18 learning by four or five per cent.
