Catriona Williams, chief executive of the umbrella organisation for children's groups in Wales, said the aim of the conference in Cardiff on 26 November was to formulate a response to the English green paper, Every Child Matters.
"We have different structures to England, but would like to consider ways we can improve services for young people as a whole," said Williams.
"Youth justice will be a core item on the agenda for the debate. We strongly recommend that the Home Office lets all youth justice services, apart from secure estates, to be devolved. We are hoping the assembly will listen to us because we campaigned hard for a children's commissioner for Wales."
