The 4.4bn figure, which represents 30 per cent of the Welsh Assembly Government's and local authorities' budget for 2005 to 2006, was revealed last week, together with the launch of the report Rights of the Child.
"This is the first time such an exercise has been undertaken in the UK," said minister for children Jane Hutt. "We mapped out how much we spent on children and young people across all departments."
The Rights of the Child report highlights some of the assembly's key strategic policies for children and young people, including basic entitlements for young people aged between 11 and 25.
