Wales: Report hits out at abuse cover-up

The Children's Commissioner for Wales called for the creation of a national counselling strategy for children after investigating one of the most appalling child abuse scandals in Welsh history.

Peter Clarke urged the Welsh Assembly Government to act in his Clywch report into allegations of sexual abuse involving drama teacher John Owen at a school in Pontypridd.

The report accuses Owen and Mid Glamorgan local education authority of attempting to cover up abuse claims by pupils at Ysgol Gyfun Rhydfelen.

Owen killed himself in October 2001, before he was due to stand trial over five charges of molesting boys.

Clarke said a "deal" had stopped allegations of rape, anal rape, buggery, oral sex and assault being made public for years.

The report says that former district education officer David Matthews, who did not pass on the allegations to police, failed in his duty of care so badly he may have broken the law.
