The government announced spending of 46m for its Flying Startinitiative as part of its draft budget for 2006. The package of measuresis aimed at children and families living in disadvantaged areas and thecentrepiece is free childcare for two-year-olds.
But the proposal's future is still uncertain after the 2006 spendingplan was overturned in an assembly vote last week.
Although detailed plans for Flying Start have yet to be formulated asthere will be a consultation later in the autumn, education ministerJane Davidson has said it would include more support for families fromhealth visitors and more help for parents. Funding will initially betargeted at children from birth to three living in the catchment areasof infant and primary schools with a high level of pupils eligible forfree schools meals.
