The Scout Association is not promoting good sexual health - it is promoting sexual activity and a condom culture rather than abstinence. The problem is that many sexually transmitted diseases are skin borne and the condom only covers one part of the anatomy. Using a condom still leaves young people at risk of a range of diseases, such as chlamydia and genital warts.
This decision by the Scouts sends a clear message to young people that it is okay to fornicate. Also, saying they are offering advice on relationships is not about empowerment - it is just code for promoting the use of condoms.
