Only 43 lords voted in favour of an amendment to the electoral administration bill, tabled on 16 May by Lord Rennard, Lord Goodhart and Lord Lucas, which would have allowed 16- and 17-year-olds to vote. The votes against numbered 218. The majority of those in favour were Liberal Democrats.
Alex Folkes, campaign manager of the Votes at 16 coalition, said: "We have had a number of promises from ministers that they will keep this under active review."
Folkes said the next step for the coalition was to scrutinise the turnout in the autumn general election of the Isle of Man, where the voting age has recently been lowered.
