Two Liberal Democrat peers, Lord Rennard and Lord Goodhart, have tabled the amendment and campaigners expect it to be discussed on 16 March, when the Grand Committee discusses the bill.
An earlier attempt to introduce an amendment in the House of Commons failed because of lack of time (YPN, 18-24 January, p4). This will not be a problem in the Lords, as the Grand Committee works through all proposed amendments.
But the Committee only discusses amendments, and does not actually vote on them. If the amendment is agreed at this point it will go back to the Commons, where MPs can either accept the amendment or vote against it.
