The lowering of the voting age from 18 moved a step closer last week when the Electoral Commission's three-month consultation on electoral reform ended.
Though the commission will not discuss responses until next year, campaigners are confident they have won the argument and politicians are ready to listen.
Alex Folkes, campaign manager at Votes at 16, a coalition of 30 organisations, said: "I'm optimistic because we have won the argument. There isn't a 'no' campaign out there."
With the Government indicating it will abide by the commission's verdict, Folkes estimated it would take at least three years for the process to be completed.
