Volunteering: Youth green paper ignores feedback

The youth green paper, published last summer, contains a proposal to incentivise young people to volunteer through a system of points, which could be linked to opportunity cards.

"We asked young people back at the time of the report about credits (for volunteering)," Russell told Young People Now. "The strong message I got from young people we spoke to is that they saw voluntary work as something that they wanted to do because of its benefits."

Russell's final report, which was published in March 2005, recommended a framework of accreditation to recognise young people's contribution, rather than a rewards scheme.

A Department for Education and Skills spokesman said: "We will use the green paper consultation feedback to ensure that in the development of the youth opportunity card pilot we address engaging young people."
