Clubs for Young People (CYP) will be carrying out a consultation on the proposal over the next 12 months with stakeholders, including young people and 3,500 clubs.
The two organisations already work together on a number of initiatives, including the Youth Active sports programme led by the National Council for Voluntary Youth Services. Nearly a third of CYP's 45 regional organisations are also affiliated to UK Youth.
Simon Antrobus, chief executive of CYP, said: "There is a lot of development going on around the youth offer, which presents a whole range of challenges and opportunities for the youth sector.
"CYP and UK Youth believe there is much to be achieved for young people by working collaboratively.
