Charities have welcomed the consultation on how to develop better partnerships, including areas such as improving access to funding.
NCH policy officer George McNamara said there had been dismay that the voluntary and community sector was "missing" from Every Child Matters.
He welcomed any efforts to make bidding for funds easier, but added: "At the moment, it's a discussion paper, so we'll have to see what comes out of it."
Alan Coombe, principal policy officer for Barnardo's, said the devil would be in the detail of future policy.
He said the paper did not spell out what would happen where partnerships did not work or acknowledge the great variety of voluntary and community organisations.
