The UK Voluntary Sector Workforce Almanac found eight per cent of employers in voluntary youth work had problems filling posts, compared with two per cent in human resources.
The report, released by the UK Workforce Hub and the National Council for Voluntary Organisations, said: "Employers most frequently identified hard-to-fill vacancies within youth work, social care and healthcare. As these functions are not sector-specific, it may be that there is a lack of understanding of the sector among potential applicants or that there are issues regarding job security, such as short-term contracts, and the terms and conditions of the post."
The research also found one in 10 organisations with a youth work function said there were skills gaps in that area.
