This will also mark the opening of the association's new training facilities at its flagship camp site, Gilwell Park in Chingford, east London.
The pilot will target 16- to 21-year-olds from east London, including young people from the Toynbee Hall youth scheme in Tower Hamlets. The programme caters for non-Scout organisations, and an international version has been developed.
Stephen Peck, director of programme and development at the association, said: "We have developed the programme so that inner-city young people can benefit from our leadership development capacity."
The new training facilities are part of a 22m refit of Gilwell Park, which should be complete in time for the movement's Centenary Jamboree in 2007.
