Stronger Links assesses the capacity of existing regional infrastructure, the potential for collaborative youth partnerships, the potential for better links with the Government Offices for the Regions and the interest and willingness of stakeholders to engage and resource regional infrastructural processes.

The partners in the research - The NYA, the National Council for Voluntary Youth Services (NCVYS), the Association of Principal Youth and Community Officers, the British Youth Council and Connect Youth International - identified four key functions as essential in establishing youth services at regional level - to participate in decision making at many levels, to engage in policy development, to undertake financial activity and to support a range of good practice.
