The report presents a vision and strategy for how regional youth work infrastructure might be strengthened and developed. It is hoped that the youth service will consequently be able to enhance its capacity and capability to influence policy and improve practice in the best interests of young people. Written by Mary Marken and Bryan Merton, it has evolved from a consultation process with key national and regional stakeholders, including The NYA, the intention being to reflect the shared way forward.
The report sets out an agenda for action, outlining five central proposals: to establish an alliance, to agree a programme of action, utilise different contributions, resource change and to implement immediate next steps. It emphasises that the continuing involvement of the DfES and regional government offices is essential.
