She was appointed following a recruitment process that included interviews with agency staff and young people.
Shiner returned to the UK last year after three years as chief executive of the Tertiary Education Commission in New Zealand. Her previous posts include director general of the Lifelong Learning Directorate of the (then) Department for Education and Skills and principal/chief executive of Leicester College.
She said: "This is an exciting and challenging role that continues and builds on my wider work in the education field."
