Actually, this is policy-making of considerable significance. A PSA made between the government department and the Treasury results in detailed agreements on particular programmes and services; on the basis of these the money flows into youth work. It is very important that one of the six PSAs for the Department for Education and Skills (DfES) now has as its key goal "young people on the path to success" (an earlier draft expressed it negatively).
The minister of state for children, young people and families, Beverley Hughes, is concerned also that the detailed performance indicators as far as possible do not give a negative stance on the position of young people. It will advance now into consideration of what needs to be done in the next three years to meet the needs of particular groups of disadvantaged young people and will sit alongside similar PSAs for other services. It will complement the work on the Comprehensive Spending Review.
