The report Fulfilling their Potential proposes that a national programme be developed which would offer young people access, wherever they live, to:
- Inspiring, relevant reading including creative reading activities
- The chance to get involved and shape the library service
- The library as the place to participate in the wider community and in democracy
- The library as the independent place for information and study support
The report follows a conference run by the Association of Senior Children's and Education Librarians (ASCEL), which focused on the importance of listening to and involving young people in the provision of library services for them. Becky Sharp, development officer at The NYA, addressed the conference on how to take Hear by Right principles and ensure that participation of young people becomes embedded in library processes rather than a one-off event.
