The Reading Kit 3 draws together the learning from the third YouthBOOX programme, which worked with youth service and library partnerships in Sheffield, Coventry and Norfolk.
The YouthBOOX project aims to show that reading can be fun, empowering and relevant to young people.
Jon Boagey, head of information services at The NYA, said: "All public sector organisations are being urged to consider how they work in partnerships of this kind to deliver more effective and better value services to their customers. Youth and library services are no exception. While there is some excellent work taking place, it is more often the case that libraries and youth services find little reason to come together.
