If I were in charge of the media, I would arrange for the industry to give opportunities to talented young people to work on a serious platform. For example, to co-present on a show such as T4, to do a voiceover for the BBC, or even be an editor or writer of an article in a national paper, even if they were just contracted to do a trial run. It's important that the ambition of a young person doesn't diminish. At least a dim candle lights the chance of a positive future.
Another change I would make would be to arrange for local papers to regularly write about projects in their area. It would help create a lot of positive energy and establish a sense of unity within communities. It would also get the people from all those different areas to participate and converse with each other.
