Charities could play a genuinely transformational role in welfare to work, with many having outstanding expertise and capabilities in supporting those furthest from the job market, including young people not in education, employment or training.
Our own Volunteering for Stronger Communities project saw one in five hard-to-help unemployed people supported into work through volunteering - substantially out-performing the Work Programme. The £1.9m scheme ran in 15 volunteer centres and saw service users grow their skills and confidence while volunteering for a charity. But there is still much to be done to the structure of the Work Programme to ensure that the people who need their help most can benefit from charities' expertise.
