The charities carried out a needs analysis between January and March to determine the form and content of the guidance.
It will give advice on drugs, smoking and alcohol education and cover issues such as how to manage drugs on youth service premises, respond to drug incidents and formulate policies.
Youth services have traditionally followed guidelines that the department produced for schools and further education colleges.
Martin Barnes, DrugScope's chief executive, said: "It was clear that the youth service had been overlooked. There was not sufficient detail relating to youth services, or any recognition of the informal relationship that young people often have with youth workers."
