But the wacky game, which appears on the specially commissioned web site www.stonerlemmings.com, proved instantly popular with Devon teenagers in the Teignbridge District Council area when it was launched in August 2003 following the publication of the council's Crime and Disorder Reduction Partnership strategy.
"It's a cool game, especially when the cows blow up," says 15-year-old Ben. "It could educate people about drugs use."
Aimed at 13- to 16-year-olds, the site was the result of an in-depth consultation process driven by local young people, which turned into a joint project between the South Hams and Teignbridge Drug Implementation Groups, managed by the South Devon Youth Offending Team and funded by the Safer Communities Fund. According to Jo Worsley, head of creative projects and communications at Kikass, which designed the game and the accompanying leaflets, young people on the most deprived Teignbridge estates are clamouring for Stoner Lemmings leaflets.
