And the report, written by inspectors from a range of public service bodies including the HM Inspectorate of Probation Service, HM Inspectorate of Constabulary and the Social Services Inspectorate, also found that access to treatment for drug users was still too slow.

However, the review, published on 29 July, found the initiative had achieved a reduction in street crime of 17 per cent. Schemes such as Splash and Connexions Summer Plus, now under the umbrella of Positive Activities for Young People, had helped to cut crime. But the review found that where these schemes were run by Local Education Authorities, workers were not given time to identify the right young people.
