The Game On project, which was launched by sports minister Richard Caborn last week, will run in the East Midlands, the Northeast and Yorkshire and receive support from the Coalfields Regeneration Trust and the Football Foundation.
As part of the programme, three regional co-ordinators will be appointed to encourage young people from disadvantaged backgrounds to take part in activities. They will also oversee investment in new facilities.
The initiative aims to use football as a tool for encouraging healthy lifestyles, improving confidence and raising aspirations, as well as furthering community cohesion.
The project has received 630,000 from the trust and the foundation, which was set up to revitalise grass-roots interest in the football.
