Spending Review: Treasury to review funding for children with complex needs

The Treasury is to conduct a root-and-branch review of spending on children with complex needs, which could lead to the sector increasing its share of government funding.

Children Now has learned that the Department for Education and Skills(DfES) has identified the area as the one in which it would most likefunding to be increased in the next spending review.

The DfES has submitted the current budget to the Treasury for afundamental review. The Treasury will now begin a process called"zero-base budgeting", in which it calculates the amount of fundingrequired from a base level of zero.

This could lead to a significant increase in the level of fundingdirected towards children with complex needs - an area that includeslooked-after children, children with special educational needs and thosewith severe disabilities. However, zero-base budgeting also gives theTreasury more scope for reducing funding levels.
