Lord David Ramsbotham, chair of the Whitbread Inquiry, said: "Policies affecting young people come from many different parts of government." He cited the Office of the Deputy Prime Minister, the Department for Education and Skills, and the Department for Culture, Media and Sport.
The inquiry, which was set up to examine best practice in youth work, also recommends that Arts Council England and Sport England give their funding recipients more support to evaluate their projects (YPN, 1-7 February, p2).
Ramsbotham said he hoped the report's conclusions would not be "summarily dismissed".
