Social exclusion: Disengaged youth need commission

The Manchester-based Youth Charter for Sport, Culture and the Arts also calls for the establishment of a ministry for youth, culture, sport, art and social affairs in the report, called Manchester 12. It says that a youth taskforce should be launched, which should be staffed by young people and headed by youth minister Beverley Hughes. It also calls for free access to sport for all young people.

Geoff Thompson, founder of the Youth Charter, said: "A lot of young people don't have the personal development skills to make informed choices. Our set of proposals will lead up to and include the 2012 Olympics."
