Unity Radio has operated online for 18 months as an underground station. If successful, it plans to broadcast seven days a week, 16 hours a day.
The bid was submitted with the help of Youth Charter for Sport, Culture and Arts, a charity run by former world karate champion Geoff Thompson.
Apart from Thompson, the rest of the bid team is aged between 25 and 27.
All members of the bid committee are aged 18 to 28.
Thompson said: "The youth of Manchester have asked a question of a society that claims to include them about their listening choices. They've produced a bid that communicates the experiences of the streets."
