More than a quarter of all foster carers look after at least fourchildren at any one time. In the rest of the UK there is a limit ofthree children per family.
Almost half of all carers are dissatisfied with allowances that theyreceive and do not feel that these cover the expense of looking after afostered child.
"We should not be relying on foster carers to subsidise the cost oflooking after vulnerable children with complex needs," said BryanRitchie, director of the Fostering Network Scotland.
Caring for Our Children is based on a survey of nearly 700 fostercarers, most Scottish local authorities and independent fosteringservice providers.
