82% of looked-after children accommodated as the result of a care order (64 per cent in England)
7% of looked-after children under 10 in homes and hostels (2 per cent in England)
10% of children have three or more placements in the year (15 per cent in England)
St Helens Council said it had five children's homes, each with its own specialist purpose and function.
"The department's adoption and foster-care service attempts to recruit and support foster carers and adopters for those children who need to be looked after other than by their own families," said the department.
Social services has developed "eligibility criteria" to improve its decision making on which children were more vulnerable and had more serious problems.
