Councillor John Warmisham, Salford City Council's lead member for community and social services, said: "We saw our numbers of looked-after children climb alarmingly around three years ago, but now they are falling, against national trends. Independent inspectors have concluded we operate a high threshold for admitting children into care. The child protection service in Salford encounters pockets of severe deprivation."
