42 children per 10,000 are looked after (54 in England)

24% of looked-after children are in care under Section 20 (32 per cent in England)

74% of looked-after children are in care due to abuse or neglect (62 per cent in England)

24% of looked-after children have at least three placements a year (15 per cent in England)

Given that Calderdale contains Halifax, one of the biggest towns in West Yorkshire, it is perhaps surprising that the council has such a low number of looked-after children; far less than neighbouring Leeds and Bradford. But abuse and neglect are a particular problem in the Pennine authority. The council holds regular meetings to recruit foster carers and adopters, and its adoption record is on par with the national average.
