0 looked-after children under 10 in care homes or hostels (2 per cent in England)

18% of looked-after children have three or more placements throughout the year (15 per cent in England)

28% of looked-after children receive at least one GCSE at grade A* to G (41 per cent in England)

Barnet Council in north London has managed to keep all its under-10s out of children's homes and hostels but is still facing problems with finding foster parents and adopters. However, the educational attainment of the children in its care is lower than the national average and the council has launched a massive recruitment campaign to attract more social workers.
